The purpose of this study was to describe selected tests which have been used to yield instructional levels in reading; to examine the bases on which such tests have been designed in light of their relevance to instructional level; and to inspect the relation of test standards to selected methods of teaching reading in the elementary school. The first two sections of the document discuss such topics as the importance of the study, definitions of terms used, reading achievement tests, bases on which tests were constructed, and relation of standards to methods of teaching reading. The third section is a summary of the study and a delineation of the conclusions, including the conclusion that reading tests were found to be based on three types of standards: proficiency standards, normative populations, and analyses of reading skills. The informal reading inventory was found to be the only generally accepted test that would accurately yield a child's instructional level. (TS)
