Guidelines for establishing and evaluating Vocational-Occupational-Technical Education (VOTE) Programs for deaf secondary school students are presented along with a brief discussion of the role of the teacher and teacher competencies essential in working with deaf students. A checklist which can be used to aid teachers in the identification of needs and priorities of both students and teachers in terms of additional programs and special staff is included in the document. Also provided is a survey questionnaire which is designed to elicit information from the student which can be useful in determining learning and learning potential. (EVH)
