This monograph examines some suggested guidelines as they relate to what happens when agents of change, from within and without the schools, collaborate with common goals in mind. The experiences from developing a cooperative model for a university and a school district are summarized in the form of guidelines which can be helpful to others who plan such programs. Included in the monograph are three sets of guidelines for the effective creation of an educational partnership. The focus of the first set of guidelines is on the public school component, although both components are addressed when reciprocity is an issue. The second set is addressed primarily to the university component, outlining those needs, responsibilities, and strategies which must be attended to by the university if an educational partnership with the schools is to be effected. Finally, the last set of guidelines describes the strategies and principles found to be useful in staff development for both components. (Author/SJL)
