This analysis is an attempt to specify the purposes and factors in organizational change and continuity. Denial of the purposeful premise makes possible an environmental perspective that views the characteristics of organizations as a function of their adaptation to their environment. This approach is based on the premises that (1) change in what organizations do is a function of the selective allocation of resources to activities within a given set of activities, and (2) the set of activities for an organization at any time is given by the institutional culture. Change in the nature of an organization's activities is, in professional organizations, a function of change in the external affiliations of the professional staff; in bureaucratic organizations, it is a function of the environmental elements of control organization concerns and the institutional culture of peer organizations. From this it follows that increasing bureaucratization of professional organizations shifts the locus of activity and change from one set of external influences to another set. (Author/JG)
