One of a series of papers on critical issues in vocational-technical education, this paper examines rural education as it now exists, and some of the diagnostic information available which will assist in identifying some specific needs. Some problems in meeting needs are discussed, and it is noted that data about the students, the adult population, the job market, the state-of-the-art of present programs, the demographic, industrial and economic, and land use information must be a part of planning and decision making. Also emphasized is consideration of the resources and present services available and the concerns of the community about maintaining present programs, or extending and improving them, or implementing new programs.
