This report is an examination of implementation efforts in reference to the Recommendation Concerning the Status of Teachers, set up in pursuance to decisions taken at the 14th Session of the General Conference of UNESCO (Paris, Oct.-Nov. 1966) and the 167th Session of the Governing Body of the International Labour Office (ILO) (Geneva, Nov. 1966). The terms of reference of the Joint Committee of Experts established by these two organizations were to examine the reports received from governments on action taken by them regarding the Recommendation and to report thereon to the ILO and UNESCO. In accordance with the decisions taken jointly by the two specialized agencies, a questionnaire was constructed in two parts; (A) General questions, concerning information on the main changes in the status of teachers which have occured since 1969, in law and practice, particularly as regards the essential provisions of the Recommendation; and (B) Specific questions, requesting more detailed information, covering the following fields: (1) preparation of primary school teachers; (2) pedagogical preparation of secondary school teachers; (3) teacher involvement in educational change; (4) trade union rights and collective bargaining; (5) employment and career of teachers; and (6) social security. Replies were received from 72 of the 144 member nations. Due to the inadequacy of responses to the general part of the questionnaire, the committee found it difficult to make useful comparisons of reported changes over the period and acknowledged this difficulty in its report. Detailed summaries of the specific questions contained in part two of the questionnaire are presented with accompanying data. (MB)
