Hidden tuition costs associated with the operation of school physical education programs were researched in a study of all public schools of Calgary and a random sample of all schools in Alberta. Findings indicate that: (1) all schools in this study impose additional charges for student participation in physical education programs; (2) it was not possible to determine the discriminatory effect of such charges; (3) in secondary schools, the instructors were charged with management of the physical education budget; in elementary schools, the principal; (4) imposed costs were greater and more common in urban schools; (5) costs tended to increase from elementary through secondary grades; (6) sex was generally not a factor in the incidence or magnitude of costs; (7) sponsoring special events to increase revenue was common in secondary schools; (8) programs would suffer if revenue over and above school board allocations was not found; (9) physical educators have more success in raising extra revenue through imposing additional fees and sponsoring special projects than by gaining support and funding from the school administration; (10) expenditure was based on traditional guidelines; (11) intramural programs were generally free of imposed student costs; (12) additional costs to students on athletic teams in secondary schools were common to three or four sports; (13) imposed participation costs were experienced by urban athletes more than rural athletes. Study recommendations urge that: (1) all schools identify and strive to eliminate extra physical education costs; (2) program planning be in the hands of a physical education specialist; (3) program funding be from the school operating budget; (4) a statement disapproving additional student costs be prepared; and (5) a follow-up study be conducted in five years to determine progress in eliminating additional student costs.
