This handbook is designed for tutors in a language arts tutorial program for migrant students who are deficient in reading and language skills. Introductory materials discuss the special problems of migrant children, point to programs developed to meet their needs, and explain the basic design of the tutorial program. The handbook then discusses the following topics: the program rationale and objectives; program planning and organization; personnel responsibilities; tutor-training techniques; methods for establishing positive relationships and for responding to unexpected situations; child growth and development; reading disabilities; issues, trends, and approaches related to the teaching of reading; methods for diagnosing students' educational needs; ways of using curriculum materials, audiovisual equipment, and enrichment activities; methods for evaluating tutorial performance, student achievement, and the tutorial program; and a system for transferring the records of migrant students. An appendix provides a glossary of reading terms, lists of relevant curriculum bulletins and professional readings, and samples of forms, guidelines, and checklists used in the tutorial program. (GW)
