Under the School Act of 1970, Alberta school superintendents ceased being agents of the provincial government and became employees of local governmental units. This study takes stock of the superintendent's role and position as it evolved during the 1971-75 period and identifies ways to clarify and strengthen the position. In particular, the study sought to describe the real and ideal roles and positions of the Alberta superintendent as perceived by various reference groups (including superintendents), to assess discrepancies between the real and ideal roles and positions, and to draw implications from these discrepancies for future policy and action. Data were gathered through 1) a search of the literature, 2) a survey questionnaire sent to all Alberta superintendents and many other school officials, 3) analyses of various government documents, 4) site visits in seven selected school jurisdictions, 5) an analysis of the Local Education Authority in England to provide an analytical background, and 6) interviews with selected superintendents, ex-superintendents, Department of Education officials, and regional office staff members. Major sections of the report describe the conceptualization and instrumentation of the study, interpret its major findings, summarize the study team's conclusions, and present the study team's judgments and recommendations. The appendix summarizes the data gathered during the study's different stages. (JG)
