Summary

Presented are proceedings from the Congressional hearing on H.R. 15 (a bill to extend certain elementary and secondary education programs for 5 years), with particular emphasis on Title I programs run by state agencies for handicapped, neglected and delinquent, and migrant children. Statements, prepared statements, and letters are given for such individuals as Robert M. Gettings, executive director of the National Association of Coordinators of State Programs for the Mentally Retarded; Dr. Edwin W. Martin, Jr., Deputy Commissioner of the Bureau of Education for the Handicapped; and Morrison Cain from the American Speech and Hearing Association. Appendixes, which make up the bulk of the document, include the following: amendments to Title I, Elementary and Secondary Education Act, on programs for handicapped children; proposed rules, Title I, for state operated programs for handicapped children, from the Federal Register, April 13, 1976; a paper by M. LaVor titled "Public Law 89-313--Past, Present, Future, A Review of the Law and the Program;" and miscellaneous letters and statements. (SBH)
