The first volume of a six-volume final report describes the activities and findings of a research project to identify the policy-related aspects and technology involved in efforts to aid disabled individuals in the United States. In Chapter 1, various types of technology assessments are explained, and general results of the technology assessment study are reviewed. Included in Chapter 2 is information on the 14 representative disabilities studied: spinal cord injury, stroke, cerebral palsy, epilepsy, mental retardation, schizophrenia, rheumatoid arthritis, coronary heart disease, emphysema, cancer of the colon/rectum, kidney disease, diabetes mellitus, hearing impairment, and visual impairment. A third chapter focuses on research findings related to life function needs of the disabled. The 14 specific disability groups (listed above) are used in Chapter 4 to represent the types and distribution of technologies applied throughout rehabilitation. In a fifth chapter, human rehabilitation is discussed in relation to such social and policy aspects as economics, public education, and transportation. Discussed in Chapter 6 are the consequences of implementation of specific programs. A final chapter outlines general policymaking conclusions and recommendations regarding 11 issues. Among appended materials are notes on gathering information on technologies, summarized results from work sessions, and a glossary. (SBH)
