A methodology for developing a teaching effectiveness rating instrument is provided which elicits measures in terms decision makers believe important, avoids redundancy, includes items raters are able to rate (as perceived by decision makers), and includes concerned parties in the development of the instrument. Methodology consists of development and screening of an item pool, survey assessment of the items for importance and student ability-to-rate, and response analysis. Each of these steps is described in detail. The final step, development of the evaluation instrument, is examined from a number of approaches in item selection criteria: (1) importance only; (2) ability-to-rate only; (3) factor loadings only; (4) a combination of the three criteria equally; and (5) a combination of two or three of the criteria using a weighted system deemed appropriate. It is concluded that a rating instrument that is agreed upon by all as perfect will probably never be found. But, if evaluation of teaching effectiveness is to be carried out, the procedures described should help produce an acceptance and use of the results at least as well or better than any other procedure.
