Educational testing and its uses have come under increasing criticism as they are used more and more for decision making--to determine student tracking assignments, college admission, personnel selection, and licensing policies. The papers from this conference, which discussed the major issues in testing, include: (1) Testing: A Parent's Point of View; (2) Must Educators be Lawyers Too?; (3) Legal Implications of Intelligence and Competency Testing; (4) Alternatives to Quotas; (5) Critical Concerns in the Testing of Minorities: Time for initiatives; (6) Testing Minority Children: Why, How, and with What Effects?; (7) Why Standardized Tests Fail the Accountability Test; (8) Testing; Teacher Unions and Professional Responsibility; (9) Testing and Teacher Unions; (10) Testing Uses and Misuses in Education as Related to Minimal Competency Testing; (11) On the Uses and Misuses of Standardized Tests in Education; and (12) Use and Abuse of Tests in Education. The summarizing speaker suggested that tests are here to stay, and raised the following issues which have not yet been resolved: suitable additional methods of evaluation; governance of testing programs; innate group differences affecting test scores; determination of cutting scores; fair tests for all populations; and open admissions policies.
