Summarized are the findings from a 1977 survey to identify current policies, resources, and services for the education of gifted and talented children in all 50 states and U.S. territories, conducted by the Council for Exceptional Children for the Office of Education's Office of Gifted and Talented. Included in the section on the survey's history is a discussion of the 1971 Marland Report. Findings and observations, and study comparisons with the Marland Report, are discussed in terms of gifted and talented children, state policy and personnel, federal and state funding, and preparation of personnel. A general summary of findings is also presented. Among the conclusions drawn was that the status of gifted and talented education in the U.S. has improved since 1971-72. Individual profiles for each state and territory include information on policy base, resources, services, and professional preparation. Included in the appendix is a listing of information services for the gifted and talented. (DLS)
