This paper examines conceptual issues and research evidence related to the effects of day care on infants. Examples of cultural relativism in child development are used as the basis for arguing that there is no fixed list of parental behaviors that can be counted on to meet children's psychological needs. American cultural values and the resultant parental attitudes toward child rearing are examined and five areas of parental concern about day care are probed: (1) dilution of emotional attachment of infant to mother, (2) retardation in cognitive development, (3) failure to train child in effective control of anger, aggression, and passivity, (4) Potentially polluting influence of other children, and (5) middle class mother's perception of herself as the effective socializing agent. Several studies examining the effects of day care are reviewed and it is concluded that among children from reasonably supportive families, group care programs that contain experiential variety administered by an involved staff do not seem to affect the children's cognitive or social development in an obvious way. Speculations are presented on why the family retains its dominant influence on the child's development in spite of the significant amount of time the child spends in group care. Finally, policy implications related to the role of the Federal Government in regulating day care are presented. Five aspects of the day care setting identified as needing regulation are: (1) staff/child ratio, (2) space, (3) age of admission, (4) characteristics of personnel, and (5) risks. (JMB)
