This publication on staffing and staff development is the fifth in a six-part series describing the Management Organization Systems Technique (MOST) developed at Wayne County Community College. The purpose of MOST is to determine the goals and objectives of a college and assist in their attainment and evaluation. The staffing and staff development sub-system is committed to a vigorous, institution-wide approach to optimizing staff performance and enhancing opportunities for professional growth. MOST first identifies the organizational structure of a college in terms of its relationship to a set of prescribed objectives, and clearly defines the responsibilities for each job. Staff recruitment and selection are based on matching individual capabilities with institutional needs. On-going staff development utilizes professional conferences and seminars, on-the-job training, sabbatical leaves and formal classroom instruction. Faculty, administrative and staff development activities each have their own specific objectives and use a variety of these instructional methods. Success in the staffing and staff development sub-system of MOST is equated with continual upgrading of the effectiveness of staff members and the most appropriate use of each individual's capabilities.
