Data regarding transfer and non-transfer students who graduated from four representative Kentucky universities were studied with focus on three issues: program articulation, transfer of credits between different types of postsecondary institutions, and types of potential transfer students. The following problems were revealed: the lack of adequate program articulation between postsecondary institutions of different types, particularly between postsecondary vocational or proprietary institutions and the more traditional institutions; the lack of adequate individual course credit transfer and application toward degree programs; and the lack of uniformity among institutions evaluating non-academic or non-traditional experiences for credit in degree programs. Recommendations include: (1) a permanent statewide articulation committee to review and recommend policies and articulation agreements should be established; (2) all institutions need to develop course equivalency guides similar to those currently in use at many institutions; (3) each institution should have a committee for responding to articulation problems; (4) a transferability guidebook should be compiled to explain both institutional and statewide procedures; and (5) mechanisms for the evaluation of credits should be developed.
