Summary

This report provides benchmark data on the effects that the provision of school library resources, textbooks, and other instructional materials under Title II of the Elementary and Secondary Education Act (ESEA) has had on education in the nation's public and private elementary and secondary schools. The passage of Title II of ESEA set the stage for improving the quality of instruction in elementary and secondary schools through increased quantities of instructional materials of high quality. The Title II program consists of two components--acquisition of materials and administration. This survey covering the first three fiscal years of program operation sought answers to these four questions: Is the intent of the statute being carried out? Is the program effective in attaining the goals reflected in the statute? Has the maximum statutory authority been exercised in attaining the goals sought? and Is a revision of the law necessary? Data were collected by means of five survey instruments which were sent to a sample of public school districts in the U.S.: (1) a school district questionnaire, with (2) a public school and (3) a private school supplement; (4) a school principal questionnaire; and (5) a school media personnel questionnaire. Part II of this report provides the survey data in tabular form. (RAO)
