Intended for vocational education leaders, this report is presented (1) to describe various systems of ideas, thus increasing awareness of alternative vocational education views, and (2) to aid in an understanding of basic conflicts which affect vocational education. The first of nine chapters reviews the rationale behind the study and notes that past and present conflicts are rooted in philosophy. Levels of possible disagreement (definitional, factual, theoretical, and philosophic) are elaborated. Chapter 2 explains the study's classification system, taken from Howard Ozman's study of comparative philosophies, which is used to examine the alternative vocational education concepts. The next six chapters are devoted to an exploration of vocational education under six selected philosophies: perennialism, essentialism, progressivism, reconstructionism, existentialism, and behavioral engineering. Each philosophy includes the following format: introductory orientation to the parent philosophy, presuppositions, educational perspective, ends of the philosophy, clientele, relation to community, administrative staff, architecture or facilities, curriculum, teacher, method of teaching and participation, and evaluation criteria. The final chapter discusses choosing among the alternative philosophic positions. Current issues and their relationships to the various philosophies are probed. In conclusion, the possibilities of moving toward conflict resolution are summarized. (CSS)
