The Florida Competency-based Articulation Project sought to test the feasibility of using competency as a basis for articulation between and among community colleges and universities. In application, the exit level knowledge and skills required of graduates with AA degrees earned from community colleges and lower division programs in universities become the entry-level knowledge and skills for students entering upper division programs. These skills, described in terms of essential competencies, are agreed upon by faculty members from both community colleges and universities. During 1977-78, Phase II, 30 faculty members from two community colleges (Miami-Dade Community College and Broward Community College) and three universities (Florida Agricultural and Mechanical University, Florida State University, and University of North Florida) engaged in a process of identifying essential baccalaureate competencies and pilot testing competency assessment instruments under development by American College Testing Program and Educational Testing Service, as well as instruments developed by the project faculty themselves. The faculty determined the validity and reliability of these instruments for assessing certain competencies deemed essential for baccalaureate graduates to have mastered by the end of their college careers. The results of the investigation indicated that the tests were not perceived as valid measures of desired baccalaureate competencies by this interinstitutional group. Even though faculty seemed to become more accepting of competency-based education in general, they concluded that more work is required to describe precisely the nature of essential competencies and to develop valid competency assessments before competency-based articulation could become a reality. The methodology by which faculty acquired skills in competency identification and competency assessment is described. (Author)
