The significance of continuing segregation in Chicago's public schools is discussed in this report. The failure of the "Access to Excellence" program to achieve voluntary school integration in spite of magnet programs and permissive transfers is described. The question of white flight is examined in light of the belief that mandatory desegregation increases white flight while voluntary plans stabilize or increase white enrollment in inner city schools. Also discussed is the question of the instability of naturally integrated neighborhoods and the relationship between school and neighborhood integration. The experiences of other cities with respect to white flight are described. The metropolitan-wide voluntary plans nature of the segregation problem in Chicago is discussed in terms of the need to stabilize neighborhood integration. The State policy that every school should reflect the approximate racial composition of the school district is criticized. An alternative to this pattern is suggested for Chicago public schools. Policy options for the State Board of Education are discussed. (Author/MC)
