This report describes and evaluates 14 early childhood development (ECD) demonstration projects which were funded by the Texas Department of Community Affairs/Early Childhood Development Division but planned and implemental in primarily rural areas, by local Texas communities. The first section of the report lists the major research questions on program outcomes and processes which guided the evaluation. In Section II, the background of the demonstration projects is described and the methodology of the evaluation is discussed. Section III presents the program outcome findings to date, and Section IV reports the evaluation data collected and analyzed thus far to provide preliminary answers to the process questions. The fifth section summarizes the overall findings to date and offers recommendations based on these findings. The report concludes that local communities, with assistance from the state, can provide high quality child care and health services for children and their parents, with benefits that far exceed the costs. Appendices contain a list of technical reports and publications related to the demonstration projects, a journal reprint on a process model for program planning and evaluation, Management Information System worksheets, and a list of the ECD demonstration programs.
