Based on five individual case studies conducted in the summer and fall of 1978, this paper attempts to provide an initial indication of the severity of impact of Proposition 13 and Senate Bill (SB) 154 on five school districts in San Francisco, California. It also identifies where districts made budgetary changes from the previous year and briefly looks at district budgeting processes in the wake of Proposition 13. Budgets and other documents were analyzed and interviews were conducted with administrative personnel to determine specific budget decisions and what influenced them. The cost to districts of providing the same educational services in 1978-79 that they provided in 1977-78 was compared to the revenues that the district would have received if Proposition 13 had not passed and the post-SB 154 budgeted revenues for the district. Results showed that the impact of Proposition 13 and SB 154 on California public schools has been significant, but it has not been felt uniformly by the state's school districts. At present levels of funding, most districts are continuing to provide a level of educational programs only marginally different from that provided in previous years. If additional cutbacks are imposed in the future, however, the impact on the level of educational programs could be quite severe. (Author/LD)
