This report focuses on six issues having a direct impact on school desegregation in Ohio: (1) State authority to eliminate segregation; (2) desegregation programs within school districts; (3) desegregation plans between school districts; (4) citizen participation; (5) transportation; and (6) housing. The Committee's findings in each of these areas are discussed in detail and recommendations for actions the State might take to make desegregation in Ohio more effective are outlined. Witnesses and resource people providing testimony to the committee are also listed. Appendices include tables showing Ohio school districts with minority enrollments of 10% or more and changing ethnic/racial patterns over a ten year period, an overview of court ordered and voluntary desegregation programs in Ohio, a study of the cost of implementing desegregation plans in sixteen major cities, and a listing of additional policy options.
