In response to the recognition and needs of displaced homemakers as a distinct population, this model is presented as an outgrowth of Project New Start, a displaced homemakers center sponsored by the Chicago Community Colleges. Introductory sections include an abstract of the final project report, rationale and background of the project with focus on contributing legislation, and description of the present program. The ultimate goal stated for the model is to assist displaced homemakers in becoming socially and economically independent by providing the urban clients with counseling, referral, job training, and placement services. The seven major components are described in the order they take place in the program: administrative structure (facilities staff); recruitment; direct services to clients (counseling, survival needs, career guidance, training classes, job placement and development, and follow up); community involvement (outreach, advisory council); staff development (consultant services, inservice activities); record keeping and data collection; evaluation and reporting. Suggestions for program adoption or adaptation are included. A copy of the Displaced Homemakers Assistance Act enacted by the Illinois General Assembly is appended. Also included in the appendixes are forms for program evaluation, followup sheets, an assertive skills inventory, and an ability assessment form. (FP)
