The process model of reading suggests that even the effective reader makes recurring regressions to lower levels of functioning when faced with unfamiliar topics or texts. The gradual formulation of new linguistic and cognitive structures necessitated by the task of reading is similar to the acquisition of language, and the process model suggests that the learner moves through a number of stages before gaining fluency. To foster the smooth progression from initial gross processing to full comprehension and fluency, the reader needs conditions that allow full functioning of cognitive and linguistic structuring. Creating a learning climate requires a shift more in philosophy than in method or selection of materials. The tripartite approach of modelling, practice, and expanded feedback can be fitted into most existing programs. The most important aspect is to have, and to create for the student, an awareness of the gradual nature of learning generally and reading comprehension in particular. (TJ)
