This document focuses on curriculum development in Alberta as perceived by the people who are most directly responsible for curricular tasks--teachers and administrators. A total of 27 individuals were interviewed about their perceptions of a three-year plan for development and implementation of curricula in the Edmonton Public Schools. Discussed were the subjective and political factors influencing curriculum development, such as teacher involvement and professional development needs. The paper concludes that the subjective comments that surfaced are often seen as factors to be controlled by evaluation and accountability procedures or to be circumvented with teacher-proof curricula. It recommends that a radical reinterpretation of curricula would place the subjective factors at the center where a development model could evolve. (Author/LD)
