Three lectures on law enforcement are presented that were prepared for study purposes at Johnson County Community College. The first lecture examines the fundamental ideas of the Age of Enlightenment and discusses their influence on the American Revolution, the United States Constitution, and the Bill of Rights. Major provisions of the Bill of Rights are summarized and the reasoning that resulted in its creation is analyzed. Finally, the relationship between the law, law enforcement, and the courts is illustrated with a summary of a court case. After discussing the secularization of the authority behind the law, the second lecture uses the history of vagrancy laws in England and the United States to illustrate how the law changes over time with differing social and economic conditions. The third lecture compares the histories of the London Metropolitan Police Force and the American urban police. Particular emphasis is placed on the differing constituencies from which these forces derive their authority and on the differing roles they play in their respective judicial systems. Each lecture is followed by study questions and a bibliography. The first two also include court cases for possible consideration and other suggested course activities. (JP)
