During a major field study of desegregation in an urban polyethnic high school in New York City, it was observed that the dissemination and implementation of a specific Federal policy had sufficient impact at the local level to attract attention at the school, as well as at various levels between the school and the Federal government. The investigators followed this issue out into the community, interviewing key actors at both the City and the Federal levels who were involved with the issue. The present study examines the process by which the policy, the civil rights enforcement action initiated by the Federal Office for Civil Rights (OCR) against the New York City Board of Education, evolved through the spring of 1978. The New York City Board of Education had received two letters from the OCR that described alleged civil rights violations in employment opportunities and educational services. The Board of Education is in the process of devising a plan to comply with the Department of Health, Education and Welfare guidelines. The interplay of Federal and local agencies as this policy develops is the focus of this study. (Author/RLV)
