Proposals of state universities in Florida developed in accordance with 1978 Systemwide Policy Guidelines are presented. The first section of the institutional statement was developed at the institution's discretion without format or content requirements and generally includes information such as a description of the historical development of the institution and the relative emphasis of various programs and services. The second section, agreed upon by university representatives and regents, addresses current and future student body characteristics, community service needs, special academic programs, the universities' concept of quality or excellence, and expected changes in program emphasis or structure during the next five to ten years. Although these proposals are not approved by the Board of Regents as formal plans for institutional development, they provide institutional interpretations of their role and scope. The following universities are included: University of Florida; Florida State University; Florida A&M University; University of South Florida; Florida Atlantic University; University of West Florida; University of Central Florida; Florida International University; and University of North Florida.
