A study was conducted to determine if vocational teachers in Massachusetts are receiving enough training and the kinds of training they need to be competent in the classroom. A variety of standard data-gathering techniques were used to collect specific information from vocational teachers, colleges, local schools, and the state department that approves vocational teachers and administrators in the overall process. In addition, vocational education laws, regulations, studies, public documents, and internal educational department documents as well as literature were reviewed to place specific findings into broader policy context. Based on the study, four major conclusions were reached and recommendations were made: (1) Confusion exists about whether the vocational teacher is primarily a teacher or a tradesperson; therefore, the Massachusetts Division of Occupational Education should endorse the concept that vocational teachers are primarily teachers and secondarily tradespersons. (2) Provisional teachers are older employed adults who are not well served by the usual required preservice teacher program; therefore, a performance-based curriculum should be adopted for vocational teacher approval. (3) Strong feelings exist that practice teaching should be part of teacher training; therefore, the first year of vocational teaching should be established as an internship year. And (4) an insufficient number of qualified applicants is available in some program areas; therefore, recruitment efforts should be increased. (KC)
