This document describes a doctoral program in educational administration, offered by Nova University in Fort Lauderdale (Florida), in which the administrator-student remains at his/her job. The description first covers the history of master's and doctor's degrees in U.S. educational administration and explains why Nova's program is oriented toward administrative practice rather than research. Program goals and objectives are discussed next, involving the four goal categories of leadership, knowledge of education, problem-solving, and enlargement of educational perspectives. The author then covers the program's four components, including practicums, eight areas of study, "Summer Institutes," and cluster activities among participating administrators. Four types of evaluation of the Nova program are reviewed, including administrator perceptions that the program meets their needs, letters from practitioners observing the practicums, examination by state-selected consultants, and surveys of graduates. Attached to the document are a statement of program mission, goals, and objectives; a "Gatekeepers' Gazette" (Vol. 7, No. 2) describing the program's method of administrator self-appraisal; a list of practicum final reports; Summer Institute reports for 1980 and 1981; the Nova University Center for School Leadership Development, National Ed. D. Program for Educational Leaders 1982-83 Bulletin describing the program; and a copy of the questionnaire for the program graduate survey. (RW)
