Focusing on the development of students' writing skills and on the instructional techniques used to promote those skills, this report relates the findings of the second phase of the National Study of Writing in the Secondary School. In addition to further analysis of data collected during the first phase of the study, the report provides descriptions of two new undertakings--a study of textbooks in a variety of subject areas and case studies of the writing development of 15 students over a 16-month period. Chapter one provides an overview of the entire study, while chapter two concentrates on the textbook analysis and the case studies. Chapter three deals specifically with the writing activities found in the textbooks, and chapter four provides a detailed examination of the students involved in the case studies. Chapters five and six examine the writing of the students closely, focusing on the organizational patterns they are mastering. Chapters seven and eight concentrate on the varying approaches the students took to their writing tasks, as reflected in their conversations with researchers and in their drafts. Chapters nine and ten address both the link between the problems students have in writing and the extent of their knowledge about the topics they deal with and the role of writing as an aid to learning in the content areas. The final chapter suggests a framework and direction for reforming the teaching of writing. (Appendixes contain instruments used in the study.) (JL)
