One partial solution to problems caused by declining enrollment and decreasing revenues, particularly in small districts, is the sharing of personnel, facilities, materials, and even students among neighboring districts. The first section of this report summarizes results from a survey sent to all public and nonpublic school administrators in and around a seven-county area in East Central Iowa. Administrators were asked to identify sharing needs for the 1983-84 year which, in turn, were compiled in a master listing to help schools plan sharing arrangements. Anticipated sharing needs were highest in vocational agriculture, foreign language, and high school English. Administrators were also asked for a description of 1982-83 sharing. The most frequently shared personnel were foreign language instructors, counselors, and special education teachers. Based on previous data, there has been a sizeable increase in inter-district sharing over the past 4 years. The number of positions shared in the area rose from 6 in 1979-80 to 22 in 1982-83. The second section contains a taxonomy of strategies for coping with declining enrollment. A final section of four Eastern Iowa case studies provides detail and local perceptions of advantages and disadvantages of inter-district sharing. (Author/BRR)
