A proposal is made for a program focusing on the transition period between preservice and inservice teacher education. The first phase of the program would be attainment of a strong liberal arts background, culminating in a B. A. degree, containing little or no pedagogical theory or practice. The second, or training phase, would consist of an internship/externship/residency sequence of positions lasting from 2 to 6 years. These positions would be located in training complexes and in individual schools within them. The training complexes would consist of teacher trainers from institutions of higher education, personnel of the local education agencies, and community representatives. One feature of this phase would be a collective effort on the part of all participants to improve the school. The intern would received extensive practice, assistance, observation, feedback, and experience in different levels of teaching and in different classrooms during this phase. The third phase, involving assessment and examination for admission to practice, would come when the trainee felt equipped and ready, and would take place over a period of several months, interspersed with or even as an integral part of the trainee's regular work in the school. Also discussed in detail are the problems in teacher education that this proposal addresses and requirements to make such a system work. (JD)
