Two reports describing Ohio's efforts in the last 15 years to desegregate the public schools and provide quality education for all are presented in this document. In the first report, Ohio's increasing involvement in desegregation is traced and practices that have effectively reduced racial isolation or eliminated segregation in Ohio's schools are examined. Successful strategies in both court-ordered and voluntarily desegregated school districts are detailed by district. Supplementary data on fruitful strategies used in Michigan and Wisconsin are also provided. In the second report, the racial changes in student enrollment and teacher placement in Ohio during the past decade are illustrated statistically. Changes that have occurred during the past five years in school districts identified as having racially isolated buildings (buildings with a minority student enrollment proportion that is 15% higher or lower than the proportion of minority students in the district's total enrollment) are also delineated. Three tables and fifteen graphs are provided, all demonstrating the decrease in racial isolation statewide. Appendices present: (1) maps giving county data on black enrollment and black teacher placement, comparing school years 1968/69 and 1981/82; and (2) "Racial Politics in Public Education," a keynote speech presented by Leonard B. Stevens to the State-Wide Desegregation Conference, Columbus, Ohio, April 13, 1983. (RDN)
