The scope and operation of student financial aid programs in New York State are described, and recommendations to enlarge educational opportunity are offered. The following state-administered programs are briefly described: the Regents Scholarships, Tuition Assisstance Program (TAP), and guaranteed student loan programs. Data are provided on the types of student aid and numbers of new scholarship and grant awards in 1983-1984, as well as the total number and amounts of student loans and awards. Federal student aid programs in New York are also considered, including Pell Grants, Supplemental Educational Opportunity Grants, National Direct Student Loans, and College Work-Study funds. An analysis of trends in the TAP for 1982-1984 covers: number of recipients, utilization rates, and payments by sector and level; average awards; and award scales. In addition to discussing the relationship of state, federal, and institutional student aid programs, summary data for 1981-1983 are presented on the distribution of governmental and institutional aid programs at degree-granting institutions. Regents' recommendations cover improving tuition awards for part-time study, increasing access, and improving articulation of federal and state programs. (SW)
