Iowa's Legislative Extended Assistance Group (LEAG) was formed in 1978 to encourage interaction between state government and university researchers. This report deals with the topic of teaching quality. A stratified random sampling procedure was used to: (1) determine perceived adequacy of new teachers in a number of areas associated with effective preparation; (2) determine in what ways teachers are seen as particularly well prepared; (3) determine overall adequacy of new teachers compared to new teachers of five years ago; and; (4) obtain information about field experiences. Some 1,055 new teachers, principals, experienced teachers, and cooperating teachers involved in teacher training were surveyed. The respondents represented grade levels from kindergarten through grade twelve. Survey findings are presented along with recommendations based on the research. The key findings suggest three recommendations that are detailed in the report. They are: (1) teacher preparation programs should provide field experiences that offer both breadth and depth of experience; (2) graduates of Iowa teacher education programs should be proficient in a clearly defined set of skills or competencies; and (3) teacher preparation programs should conduct follow-up studies periodically to assess the quality of graduates and the effectiveness of the program.
