Summary

To evaluate the effectiveness of special education resources in Rhode Island school districts, a self-study guide was completed by two districts and an effectiveness study performed in six other districts. The six district study gathered survey data from parents, resource teachers, and regular educators and analyzed program and performance data from student records. Results included that two-thirds of the parents reported good or very good progress in their child, that five out of six regular educators believed in the effectiveness of the special education resource program, and that resource teachers claimed that approximately one-third of the resource students were achieving a high rate of progress. Analysis further revealed that teacher caseload was significantly related to parent opinion on the effectiveness of the program and that class size was correlated with students' test performance. Findings were also reported regarding program cost and program effectiveness (including that students in high cost programs made stronger educational gains per year than students in low cost programs), communication and recent training.
