The Chapter 1 Developer/Demonstration Program: Learning To Read through the Arts (LTRTA) was developed to offer intensive reading instruction to eligible New York City students through the integration of a total reading program with a total arts program, from October 1984 to June 1985. Evaluation of the program showed the following: (1) that all students demonstrated significant and meaningful improvement in writing performance from pretest to posttest on a holistically scored writing sample; (2) general education students made statistically significant gains at each grade level on the language mechanics and expression subtests of the California Achievement Test (CAT); and (3) all students' reading attitudes improved. Specifically, evaluation revealed that: (1) students' reading and writing skills improved measurably; (2) students' mean gain on the CAT was greater than in the previous year; (3) 64% of the students mastered targeted skills; (4) reading and arts instruction was effectively implemented; and (5) LTRTA staff members received sufficient training in and were enthusiastic about the program. The major portion of this document focuses on program evaluation, organization, and implementation; staff training and suggestions for change; and student outcome data, as well as conclusions and recommendations. Appendixes contain questionnaires for students (measuring attitudes toward reading), teachers, and parents and other materials related to the program. (JD)
