This second in a series of 10 study units for a Migrant Educators' National Training OutReach (MENTOR) correspondence course describes the awakening of the national conscience to the plight of migrant children and the emergence of programs to care for and educate them. Designed for use in preservice or inservice teacher education, the unit reviews the history of American migrant workers from the post-Civil War period. It describes the three main streams of migrant workers: Eastern Stream of Puerto Ricans, Haitians, and Whites; Central Stream of Chicanos and Blacks; and Western Stream of Chicanos and Western Pacific immigrants. Excerpts from books and reports illustrate the dimensions and characteristics of migrant worker needs and how federal programs have attempted to meet those needs since the 1960's. The unit describes federally funded programs for migrants: state educational agency programs, the Migrant High School Equivalency Program, College Assistance Migrant Programs, Head Start, and migrant health programs. The human role of educators in the migrant education bureaucracy and the political future of migrant programs are discussed. A map of migrant student enrollment by states and national migration patterns, addresses of state offices of migrant education, and a 33-item bibliography are included. (LFL)
