Enrollment management deals with the quantity of students an institution enrolls; student body composition; and the quality of students, services, and programs. The enrollment growth in American higher education institutions has ceased and a decline is expected due to: (1) lack of financial aid; (2) a prosperous economy; (3) a less promising job outlook for college graduates; (4) competition from the military for high school graduates; and (5) a decline in the numbers of 18-24 year olds. Enrollment management is a holistic concept stressing a campus-wide approach to address issues of recruiting and retention as well as viewing the student as a "whole" person. To examine existing enrollment management programs, admissions directors (N=228) from institutions with enrollment management programs were interviewed in December 1985. Data were collected on institutional activities, the respondents' opinions on enrollment management issues, and institutional characteristics. The results indicated that institutions with enrollment management programs were doing more of the "right" things than were institutions not having programs. Establishing an enrollment management program appeared to be worth the commitment of resources necessary. When establishing an enrollment management program, colleges and universities should consider goals and objectives, institutional environment, structure, skills needed by staff, and research and evaluation of the program.
