This study describes Uganda, its rural primary schools, and the Namutamba-Basic Education Integrated into Rural Development (BEIRD) project from 1971 through 1979, which infused agriculture and appropriate technology into the curricula of teacher colleges and primary schools. A similar project in Belize, the Relevant Education for Agriculture and Production (REAP) program, is also described. The strategic plan of June 1986 to revitalize BEIRD is analyzed using 5 essential strategic planning elements, 11 planning definitions, a general problem solving model, and the "problem pyramid" concept. The strategic plan addresses five problems, which are the lack of: life-adaptive knowledge and skills among rural primary school graduates; a BEIRD organizational structure at national, district, and community levels; a curriculum that integrates practical and academic instruction; a BEIRD preservice/inservice teacher training system and materials; and adequate primary school teaching materials and methods. Each problem is analyzed using the eight-step problem solving process. (Author/JMM)
