Based on an in-depth study of the staffing of the California State University (CSU) libraries at Pomona, San Bernardino, and San Francisco, this report examines the adequacy of the formulas used to allocate staff to the 19 CSU system libraries. Focused on the impact of library staffing on the ability of students and faculty to access and use information, findings are presented for the seven operation areas of collection development and management, organizing for use, access services, instructional services, reference and research, staff development, and collegial and administrative activities. It is concluded that current library staffing shortfalls seriously impair library access and use, and a 13% increase in staff system-wide is recommended, as well as an increase to 33% in the proportion of total staff at the professional/management level. The text is supplemented with three tables, and an 11-item bibliography is provided. Appendices include: (1) current library staffing formulas and definitions; (2) a chronology of formularized funding for CSU libraries; (3) a functional description of CSU library staffing workload; (4) the mathematical research model; (5) a derivation of access services workload elements; (6) the application of funding formulas by campus and cost center; and (7) Association of College and Research Libraries (ACRL) standards applied to CSU libraries.
