This report is intended as a resource for all those interested in staff development, especially in the tertiary education context. It describes the staff development project in the first two years of a new tertiary college--Harlow Technical College in England. An introduction and a description of the context of the project begin the report. Section I describes the process of change to tertiary. Special emphasis is given to the need to integrate staff and the effect of the physical environment. Section II discusses the three driving forces for development in the new college--organizational development, curriculum development, and staff development. These forces are considered during the three stages of the project. Section III addresses delivery of staff development. Topics include management support, the move to curriculum-led development, and using in-house expertise. Section IV focuses on staff development and tutoring, including the role of staff development in supporting change, staff development and line management, and meeting the needs of staff. The final section contains conclusions and reflections on the project as a whole and examines the relationship between staff development and management. Each section contains highlighted statements of what was learned in that section. Appendixes include the questionnaire, staff development policy document, listing of staff development courses, a case study of a curriculum-led staff development effort, and a guide on tutoring.
