The state of the "Standards for Evaluation of Educational Programs, Projects, and Materials" is discussed. The standards were designed by a 17-member Joint Committee on Standards for Educational Evaluation to insure an ethical approach to the evaluation of educational programs and personnel. There are four major categories of standards. Utility standards are intended to guide evaluations so that they will be informative, timely, and influential. Feasibility standards recognize that an evaluation usually must be conducted in natural conditions and require that no more materials and personnel time than necessary be consumed. Propriety standards reflect the fact that evaluations affect many people in different ways; these standards are aimed at insuring that the rights of persons affected by an evaluation will be protected. Accuracy standards include those standards that determine whether an evaluation has produced sound information; these standards require that the obtained information be technically adequate and that conclusions be linked logically to the data. Each of these four categories were broken down into topic areas, from which 30 standards were derived. Once the standards are established, the evaluator must face issues associated with tradeoffs among standards, determination of the validity of standards, development of standards for personnel, and international considerations.
