On June 5, 1985, the Government-University-Industry Research Roundtable conducted a hearing designed to be the first step in what will be a continuing process by the Research Roundtable of seeking ways to improve the efficiency and effectiveness of the sponsored research system. The goal of the hearing was to identify ways to simplify the system generally and to remove unnecessary administrative, management, and financial procedures within government and university. This document is a summary statement of the major issues raised during the hearing. It begins with a brief discussion of the nature of the problem of bureaucratic accretion and then moves on to a description of the solutions to these problems that were proposed during the hearing. Hearing participants recognized the difficulty in bringing about change in the sponsored research system, and the next section summarizes their concerns. The final sections of the summary statement identify topics that deserve additional attention beyond that given to them on June 5, and describe developments in reducing bureaucratic accretion since the hearing.
