The Southern Education Foundation's Higher Education Program (HEP), its history, activities, and directions are described. The program was established within the foundation in 1974 to address the critical issues raised by the Adams vs. Richardson case, which mandated the dismantling of dual (racially discriminatory) systems of public higher education. From 1974 to 1982, the foundation concentrated on small grants and conferences, but in 1982, the Ford Foundation provided funding to expand the HEP. It consisted of four distinct but interrelated areas: monitoring and coalition building, outreach and networking, technical assistance, and a research task force. Each had the primary purpose of advancing efforts to construct a unitary system of higher education guaranteeing racial equity or parity and simultaneously enhancing and preserving the integrity and viability of historically black institutions. The formal program in higher education ended in 1986, but elements of work in this area continue in the Southern Education Foundation's Education and Public Policy Program. Appended materials include profiles of individuals influential in the HEP, authors of HEP-sponsored studies, a list of HEP grants, a chronology of major activities, a list of foundation publications, and a reference list.
