Summary

The hypothesis of this study was that installation and use of seat belts in all large school buses are needed to prevent injuries and deaths to children in accidents as a result of no seat belts. Basic questions and summary arguments for and against the use of seat belts are listed. An analysis of research studies done on seat belts in school buses is included as well as various positions taken by other states, agencies, and research groups. Summary findings conclude that after 20 years of numerous studies of this issue there appeared to be no consensus among interested individuals and groups. Appendixes include: (1) a table of school bus accident data for Wisconsin; (2) 12 letters regarding views on the seat belt issue by senior officials of research and education institutes; (3) an article ("Lap Belts Fail to Reduce School Bus Passenger Injuries"); and (4) Wisconsin Briefs: LRB-86-WB-7 and LRB-87-WB-4.
