The costs and benefits of Year Round Education (YRE), a system in which students have short, staggered vacation periods, so that only a subgroup of students are attending school at any one time, were explored by the Provo (Utah) City School District. In an effort to accommodate a growing number of students without building additional classrooms, YRE was put into effect in one school (Westridge Elementary School) in 1984-85, and was planned for another school (Sunset View Elementary School). Opinions of parents were determined through questionnaires and instruments administered to 100 Westridge and 70 Sunset View parents and through case studies of 15 Westridge and 5 Sunset View families. The overall response rates for Westridge and Sunset View parents were 70% and 54%, respectively. Overall, 65% of Westridge parents evaluated YRE as moderately positive or very positive. Sunset View parents were more evenly divided; 53% evaluated YRE as positive. All of the Westridge teachers thought that YRE should continue, and 69% of Sunset View teachers preferred it after they had participated in informational meetings explaining the system. Cost benefit analyses showed real savings. Results of the first year revealed no clear-cut gain in standardized test scores; however, they did not suggest any loss associated with YRE. Forty-four graphs and 14 tables are included. Appendices provide: (1) the parents' questionnaire; (2) the teachers' questionnaire; (3) a summary of the cost effectiveness analysis; (4) case-study data; and (5) 25 parent attitude graphs. (SLD)
